The Development Services Department facilitates a variety of programs that promote the responsible development of the City and a safe, livable environment for all of its residents. Organized into five divisions, the department's primary roles include Planning, Zoning, Land Development and Building Plan Review, Permitting and Licensing, Building Inspections, Code Enforcement, administering the Community Development Block Program, and the Vine Street Community Redevelopment Agency.
In addition to various agencies, organizations and the general public, the department partners with several resident advisory boards to implement its various programs. The department provides organizational and technical support to the Planning Advisory Board, Board of Adjustments, Code Enforcement Board, Historic Preservation Board, Building Trades and Examining Board, Housing Advisory Board and Development Review Committee, Traffic Calming Committee, and Historic Preservation District Task Forces.

Code Enforcement Division
Enforces the provisions of the City of Kissimmee's Land Development Code and regulations
Responding to resident complaints and concerns
Establishing remedial action and time required for code compliance
Maintains and processes code cases for board hearings
- Create compact, human-scaled mixed use development patterns with a distinct sense of place;
- Increase housing diversity and transportation choices;
- Support healthy lifestyles and reduced energy consumption;
- Create vibrant, attractive and inviting public spaces;
- Revitalize and redevelop properties to attract new jobs;
- Preserve existing natural systems and create new green infrastructure systems.
Downtown Community Redevelopment Agency (D-CRA)
- Assists businesses within the Downtown Community Redevelopment Area through design guidance, historic preservation support and financial incentive programs;
- Recruits new businesses to the Downtown CRA;
- Heads up improvement projects within the Downtown CRA, including the downtown streetscape plan.

Craig Holland, AICP, assumed the role of Director of the Development Services Department in December 2006. Craig has been employed by the City since January of 2000, where he served as Assistant Director of Development Services. This department, which consists of 31 staff members, oversees the City's planning, zoning, building, community development, code enforcement, and the Downtown & Vine Street Community Redevelopment Agency.
