Through the City’s participation in Metroplan Orlando – Bicycle and Pedestrian Advisory Committee, staff was able to secure Florida Department of Transportation (FDOT) funding via a Local Agency Program (LAP) Agreement in the amount of $8,015,000 for construction of the John Young Parkway (JYP) bicycle and pedestrian bridge located just north of Columbia Avenue. 

This project is especially important to the City as it provides a gateway feature via JYP and completes the Kissimmee Trail Loop. The Kissimmee Trail (“Trail”) consists of existing and proposed bike paths along the City drainage canal system and designated bike lanes along Martin Luther King Jr Boulevard and Central Avenue. Additionally, the Trail connects to designated bike lanes along Hoagland Boulevard, Dyer Boulevard, Thacker Avenue, JYP, and Columbia Avenue.

This bridge will complete one of the key ‘Trail Opportunity’ corridors outlined in the City's Bicycle and Pedestrian Master Plan. These corridors contain a network of existing and proposed on and off street bicycle facilities combined to create a continuous loop/trail facility which will also provide a regional connection to the County bicycle network and the Shingle Creek Regional Trail system. Bike Ped Plan MapThe bridge is also designed to provide key east/west pedestrian access over one of the busiest sections of road in the City carrying 40,000+/- automobiles daily.

This project demonstrates compliance with the FDOT funded Kissimmee Bicycle/Pedestrian Master Plan which includes the development of multi-use trails, nature trails, and blueways/greenways located within Shingle Creek Regional Park and Lake Toho/Lakefront Park. And, upon its completion will assist the City in efforts to obtain further state and federal funding for future bicycle and pedestrian-oriented projects. This segment of the bike/pedestrian system is located directly within the City’s Vine Street Redevelopment Plan and Multi-modal Transportation District.

Access to the bridge is to be constructed as a 12-foot wide, multi-use paved surface leading up to each ramp (east/west) which are designed to provide access via a gradual, circuitous approach as opposed to the more typical zig-zag bridge or kick-back type bridge which often are more cumbersome for users.JYP design overhead side view Various bridge features will consist of the following: City of Kissimmee logo; special gateway signage; special event banner locations; architectural stone treatments; corrugated metal features (i.e. roof elements and stainless steel safety fabric); benches and bike facilities. It is anticipated that there will be solar power for lighting, solar compactors (trash/recyclables), green landscaping and additional green elements.

The bridge architect prepared three architectural design options to consider for the finish of the proposed truss bridge. Option #1 was a modernist style with pyramidal stone clad towers, Option #2 was a more basic style with aluminum clad towers and cable stays, while Option #3 is a more traditional style with brick towers and a steel arch. Ultimately, the Commission approved Option #3 as this design is consistent with other architectural styles located in the City, including the gateway feature at Main and Vine Streets and the proposed features in Lakefront Park.

Abbreviated Project History:
-February 5, 2013 - the City Commission approved $5,392,100 in FDOT funds for the construction of this project. However, the low bid amount per FDOT standards came well over the funded amount of $5,392,100. After review by City staff and FDOT the increase in funding through a supplemental LAP was justified.

-October 15, 2013 - the City Commission approved supplemental LAP funding for a total amount of $7,945,000 for the construction of this project.

-May 20, 2014 - as the project has progressed it has been determined that the requested supplemental $70,000 was needed in order to provide necessary signage for the structure.

-Virtually all of the funds needed for this construction project are funded by FDOT with $40,900 to be paid through Gas Tax funds by the City of Kissimmee.

-December 6, 2013 - Groundbreaking ceremony was held at the job site to celebrate the beginning of the construction process.

-September 26, 2014 - John Young Parkway was closed to install the bridge across the travel lanes of the roadway.
