The Building Division is responsible for ensuring compliance with the Florida Building Code and the laws and regulations set forth by the City of Kissimmee.  In this capacity, the division:

  • Reviews residential, commercial and accessory structure building plans
  • Issues building, plumbing, mechanical, and electrical permits for new residential and commercial construction as well as permits for additions, alterations/repairs to existing structures
  • Performs building, plumbing, mechanical, electrical, miscellaneous and sign inspections
  • Processes Certificate of Occupancy, Business Tax Receipts and all other licenses
  • Issues contractor, solicitor and panhandling registrations 
  • Provides building code and unsafe structure enforcement
  • Educates and conducts public safety and awareness programs

The Building Division operates under the current Florida Building Codes as adopted by the State of Florida requirements of Chapter 553, Florida Statutes which can be accessed online at


Whether you are a homeowner or a licensed contractor who wishes to construct or develop within the City of Kissimmee, a permit is often required prior to starting work on your proposed project and can be completed in 5 to 7 simple steps.  For more information and how to obtain a permits, please see our Permits section of our webpage.

Any person pursuing trade or business, work out of their home, rent a dwelling, or solicit within the City limits, must obtain a license from both the City and Osceola County prior to conducting business.  For more information regarding these requirements and how to obtain a license, please see our Business Licenses webpage.
