The Development Services Department facilitates a variety of programs that promote the responsible development of the City and a safe, livable environment for all of its citizens. Organized into five divisions, the department's primary roles include Planning, Zoning, Land Development and Building Plan Review, Permitting and Licensing, Building Inspections, Code Enforcement, administering the Community Development Block Program, and the Community Redevelopment Agency.
In addition to various agencies, organizations and the general public, the department partners with several citizen advisory boards to implement its various programs. The department provides organizational and technical support to the Planning Advisory Board, Board of Adjustments, Code Enforcement Board, Historic Preservation Board, Building Trades and Examining Board, Housing Advisory Board and Development Review Committee, Traffic Calming Committee, and various Neighborhood Citizen Advisory Committees, and Historic Preservation District Task Forces. The department also provides opportunities for students and community groups to participate in mock planning sessions to learn about the City's growth plans and public hearing processes.

Heading up improvement projects within the CRA, including the downtown streetscape plan

Craig Holland, AICP, assumed the role of Director of the Development Services Department in December 2006. Craig has been employed by the City since January of 2000, most recently serving as Assistant Director of Development Services. This department oversees the City's planning, zoning, building and code enforcement, and the Community Redevlopment Ageny.
